Answer
The Rambam in Perush Hamishnayos Avos Perek 2:1 says that a Mitzva Kala is learning Loshon Kodesh.
Harav Yitzchak Yosef in Yalkut Yosef Hilchos Talmud Torah Seif Koton 78 also says it is a Mitzva.
